Annual Enrolment Campaign

The purpose of the Annual Enrolment Campaign is to give staff members the opportunity to review and update their health insurance coverage. During the Campaign, held from 1 to 30 June each year, members may request the addition or removal of their eligible family members. Any changes submitted and approved during the campaign take effect on 1 July of the same year.
Late requests are not accepted. No further modifications can be made as of 1 July without a qualifying work or life event.

Insured members—excluding those holding temporary appointments of less than three months—may request the enrolment of the following eligible family members, in accordance with the UN Staff Rules:

Enrolment to the main coverage as dependent:

  • A dependent spouse, as defined by the UN Staff Rules.
  • Unmarried children under the age of 21 who are financially dependent on the member.
  • Children aged 18 or older with a permanent disability, recognized under the Staff Rules or by the United Nations Joint Staff Pension Fund (UNJSPF).

Enrolment as Specially Protected Person (SPP):

  • A spouse and unmarried children under 21 who are not officially recognized as dependents by the United Nations.
  • Unmarried children between the ages of 21 and 30 who are in full-time education, not in regular employment, or not receiving a regular income.

Enrolment as Secondary Dependent:

  • A father, mother, brother, or sister who qualifies as a secondary dependent under the UN Staff Rules.

Coverage for secondary dependents is subject to specific benefit limitations detailed in Annex IV of the Internal Rules.

Secondary dependents are not eligible for coverage under the UNHQ-administered health insurance plans.

For applicable premium rates, which depend on the number of members in the coverage, please see the article 'Premium Contributions'.

Enrolment may be requested by submitting the affiliation form (available here) to HR focal points, or via the online HR portal (e.g., UMOJA or Workday) adopted by the individual Organizations

Please be aware that this campaign is not available to insured members in ASHI, during extension periods under SLWOP, or after separation.

Prior to the annual campaign period

In preparation for the Annual Campaign, UN staff members are encouraged to take the following actions:

  • Verify their current health insurance enrolment status to ensure it is accurate and up to date.
  • Review the list of recognized family members to confirm that all eligible dependents are correctly reflected in the system.
  • Ensure that any family members they wish to include in their coverage are officially recognized by the United Nations.
  • It is the responsibility of the staff member to confirm the eligibility and recognition status of dependents. HR colleagues may provide assistance in this process where needed.

During the annual campaign period

  • For colleagues who work for an Organization/Fund/Program or office that does not use UMOJA or Workday:

To submit a request, send a completed and updated affiliation form to us, and your HR focal point during the campaign period.
The form is available on our website. To access it directly, click here.

  • For colleagues who work in the UN Secretariat and offices that have adopted UMOJA or Workday:

During the campaign period, the Employee Self Service (ESS) portal in UMOJA and Workday will activate the enrolment functionality for all eligible staff members and their recognized dependents. All requests are to be submitted via the respective HR portals.

A job aid to assist with making changes through UMOJA ESS is available here.
