Our cornerstone, the United Nations Staff Mutual Insurance Society against Sickness and Accident (UNSMIS) Statutes, lay down the generic rules of the society ranging from Membership to Finances and Funds, from Premium Contributions to the Executive Committee and from Benefits to the Internal Rules. The conditions of the plan and their application are determined and detailed in the Internal Rules.
UNSMIS is a self-insured and self-administered multi-employer fund, and is financed by monthly contributions of its insured members (staff members and retirees), and subsidy from affiliated Organizations.
The plan hinges on the principle of freedom of choice of medical provider. However, to ensure the financial sustainability of the plan, avoid premium increases, and help minimize out of pocket expenses, members are encouraged to ensure that the cost of medical care corresponds to usual, reasonable, and customary (URC) charges in the geographic area where care is provided, and that such care is medically appropriate. As a self-insured plan, UNSMIS relies on the collective responsibility of all participants to support the containment of medical insurance costs.
Participation in UNSMIS is NOT mandatory, it is the staff member's responsibility to ensure they proactively request affiliation. The same applies to individuals who are about to retire, it is their responsibility to proactively request the continuation of the medical insurance plan as After-Service Health Insurance (ASHI) and agree to the premium contributions being deducted from their future pension.
While participation in UNSMIS is not mandatory, staff members are nonetheless required to have medical insurance similar to that provided by the United Nations, in particular with respect to worldwide coverage, and benefit packages. At the same time, some participating organizations may make affiliation to the plan mandatory for staff members under their own rules and regulations.
